This follows the private citizen’s letter to a well-known blogger in which he bemoaned the fact that his wife had supposedly been charged twice when attempting to obtain a birth certificate for their child.
Why Huduma Centers charge for services
The internet user claims that his wife was charged Ksh250 for the application for a birth certificate, and that she was also charged Ksh150. The guy claims that the Ksh150 was sent to a different account number.
“When my wife questioned, she was told the Ksh150 was for cyber services, although she never asked for any cyber services, and they never explained why they were charging her additional fees,” the man said.
In response, Huduma Kenya clarified that in addition to offering government services at each of the 57 Huduma Centers in the nation, the stations also featured cyber cafes.
The service provider claims that independent companies that take part in a competitive tendering procedure and are required to hold an Access to Government Procurement Opportunities (AGPO) certification run the cyber cafés at the Huduma Centers.

The program was founded on the Constitution of Kenya under Article 227, which advocates for fairness and transparency of goods and services.
Besides the eCitizen charges, the Ksh150 was meant for the services given by the cyber cafe owners who run their businesses independently.
“Hello, Huduma Kenya has 57 cyber cafes in the 57 Huduma Centres. The facilities are operated by independent entities that participate in a competitive tendering process and must be AGPO-certified,”
“Therefore, in addition to citizen charges, there are also cyber services charges that enable the owners to run their businesses. However, we would like to get full details of the experience for follow-up,” explained Huduma Kenya.
