The Competency Based Curriculum (CBC) was mainly introduced in Kenya with the aim of meeting the needs of all the learners. However, ever since its existence things have not been easy for both teachers and parents. Moreover, the KNEC’s announcement of the new guidelines for CBC exams has worsened everything.

New guidelines for CBC exams
According to the new education system, learners under Competency Based Curriculum will not be able to transfer to other schools upon reaching Grade 6.
After completing Grade 3, all learners will need a special assessment number, which will be issued by the Kenya National Examination Council (KNEC).
This number will be used in facilitating the assessment of the learners as from Grade 4. The Kenya National Examination Council will also use it in recording the learners’ assessment progress throughout their education.
This means that even if a learner is transferring from one school to another, he / she will retain the assessment number.
The assessment number will also help learners who may opt to transfer at Grade 4 or Grade 5 in the transferring process. The school where the learner wants to transfer from will receive transfer request online where they will click accept or decline button. If the headteacher accepts the transfer, the learner will be free to transfer to the new school.

A document released by KNEC stated that, ‘’Learners not in the KNEC system at Grade 4 and Grade 5 can be registered by both the sub-county director of education and the headteacher.’’
After Grade 6, learners will join junior secondary based on hybrid model, which will involve CATs (Classroom Assessment Techniques) and KNEC tests.Besides, the learners will take CATs at the end of Grade 4, 5 and 6, which will be part of the final exam mark they will get at the end of primary school.
Each CAT will have 20% of the final mark in Grade 4, 5 and 6, thus accumulating 60% of the final score. The remaining 40% will be the KNEC exam that will be issued at the end of Grade 6.
