In 1975, she joined the Kenya Institute of Administration, and eventually graduated as a certified secretary. After years of public service, Ngilu graduated with a Bachelor’s Degree in Leadership and Management from St. Paul’s University in 2012.

In 1992, Ngilu of the Kamba tribe defied all the odds to win Kitui Central parliamentary seat. She went ahead to vie for the presidency in 1997. Luckily, she retained her parliamentary seat with the Social Democratic Party ticket. Apart from maintaining her seat as a Member of Parliament in 2002, Ngilu was appointed the Minister of Health by President Mwai Kibaki.
In 2008, MP Ngilu was appointed Minister of Water and Irrigation. Failing to win the senatorial position in 2013 left her appointed Cabinet Secretary for Land, Housing and Urban Development by President Uhuru Kenyatta. Unfortunately, she resigned because of heated corruption allegations. In 2017, Ngilu dethroned Julius Malombe to become the second governor of Kitui County.
