As a certified secretary, Ngilu landed a well-paying job in the central bank of Kenya within months of her graduation. She would then branch out to focus on her businesses and investments before settling in politics.

In 1992, Ngilu of the Kamba tribe defied all the odds to win Kitui Central parliamentary seat. She went ahead to vie for the presidency in 1997. Luckily, she retained her parliamentary seat with the Social Democratic Party ticket. Apart from maintaining her seat as a Member of Parliament in 2002, Ngilu was appointed the Minister of Health by President Mwai Kibaki.

In 2008, MP Ngilu was appointed Minister of Water and Irrigation. Failing to win the senatorial position in 2013 left her appointed Cabinet Secretary for Land, Housing and Urban Development by President Uhuru Kenyatta. Unfortunately, she resigned because of heated corruption allegations. In 2017, Ngilu dethroned Julius Malombe to become the second governor of Kitui County.
